Texas peace officers are required to complete proficiency certification.

According to the Texas Occupations Code, licensed peace officers are required to prove job competency by completing proficiency certification. The standards of the certification are implemented by the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE).

  1. Types

    • Texas has established four peace officers certification steps: basic, intermediate, advanced and master. For the basic certificate, applicants must have one year of experience as a peace officer and successfully complete coursework at a training provider approved by TCLEOSE. Intermediate, advanced and master certificate candidates must meet the outlined combination of coursework, certificate, education and training requirements. To earn an advanced certificate, peace officers must hold an intermediate certification, complete peace officer coursework and one of three combinations: 800 training hours and 12 years of service; 1,200 training hours and nine years of service or an associate degree and six years of service; or 2,400 training hours and six years of service or a bachelor's degree and five years of service.

    Features

    • The certification includes coursework that is outlined in Texas Occupations Code 1701.402. Basic certification coursework includes instruction on federal and state statutes related to employment issues. Intermediate certificate coursework involves the asset forfeiture training set forth in code 171.253, racial profiling and identity theft. Advanced certificate coursework features crisis intervention techniques for people with mental impairments.

    Considerations

    • Contract training providers, academic alternative programs and law enforcement academies provide certification training for Texas peace officers. Most contract providers are police, sheriff's and constable offices and departments. Although there are approximately 100 law enforcement training providers in Texas, not all of them offer the courses that are required for certification.

    This is incorrect - the Occupations Code does not require any licensee to prove job competency through certificates. TCLEOSE Rule 211.1(a) clearly states that all certificates are voluntary.
