When a Letter is a CC Do You Need a Cover Sheet?
A "CC" at the bottom of a letter means that a copy of a the correspondence is being sent to another party, in addition to the addressee. If you intend to "CC" a letter, you need to understand the protocol to use for transmission.

A key consideration is ensuring that the person receiving a copy of letter knows her receipt of the communication is intentional. While a cover sheet is not necessary if sent via mail, or some other physical delivery means, attaching a note is advisable. The note confirms the delivery of the copy is intentional.
Fax

If the copy of the letter is sent to the additional party via a fax machine or email, a cover sheet is necessary. Because of the manner in which faxes are received and distributed, a sender usually does not know with certainty who will receive a copied letter. A person receiving a copy of a letter may conclude it was sent to the wrong person.

Although an actual cover sheet is not necessary for a copied letter sent as an email attachment, the email itself serves the same purpose. The email should indicate that a copy of a letter sent to someone else is attached for review by the recipient of the email.
