Your animation needs and choice of programs play a part in determining the specs you need. Programs for 2D animation like Flash or Toonboom Animate have lower requirements than 3D programs like Maya. After Effects,sometimes used with 2D animation, also has higher requirements.
Key Specs

For animation graphics, key specs include a graphics card, RAM and processor, and plenty of hard drive space. A good card should have at least 512 MB of RAM and be capable of high quality video and processing. The computer needs at least 2 GB of RAM. For the processor, at least 2 GHz Intel Core Duo or equivalent.

Review the manufacturer's website for the minimum system requirements for each program you plan on using. Focus on meeting and exceeding the requirements of the program with the highest minimum. That will cover the needs of the others.
