What is an Enlisted Career Management Objective (ECMO)?
The U.S. Navy uses the Enlisted Career Management Objectives (ECMO) to determine an enlisted person's ability to advance in rank within an occupational field or rating based on the Navy's need for staffing.

Higher rate personnel can have difficulty advancing. The U.S. Navy groups enlisted personnel according to occupational field, ratings and rate. An occupational field describes a broad group of similar occupations divided into 23 categories used to organize Navy ratings. Ratings are broad career fields within each occupational field division that focus on specialties and include aptitude, knowledge and training. Rate refers to the pay grade of enlisted person, from E-1 to E-9, and shows the level of ability of the enlisted person.
ECMO Categories

The ECMO is a formula used to determine the need for increased manpower within an occupational field or rating at each rate. Each rate within a field or rating is given one of three scores. Category A is undermanned at that rate and allows for advancement. Category B has the manpower needed at that rate and Category C has more staffing than is needed. Categories B and C will not allow advancement.

Officers will begin the process of advancement if a rate within a rating or field is listed as Category A. An enlisted candidate must be recommended by their commanding officer, successfully complete any special training needed and have the minimum time-in-rate for advancement consideration.
