According to RxList, Concerta is a stimulant medication used to treat ADHD in adults and children. Any stimulant medication, including Concerta, carries the risk of increased heart rate and blood pressure.
Sudafed Side Effects

According to RxList, Sudafed causes the blood vessels in the body to constrict, causing the sinuses to become less congested. However, by making the blood vessels smaller it also causes blood pressure to rise.

The Mayo Clinic cautions against using both Concerta and Sudafed separately if a person is at risk for high blood pressure. Therefore, combining them could have the additional effect of raising blood pressure.
Those Affected

The Mayo Clinic suggests that a person with a heart condition or poorly controlled high blood pressure would put himself at serious risk by combining these medications.

The Mayo Clinic provides a complete list of medical conditions that can put a person at risk while using either Concerta or Sudafed. If someone has none of these medical problems, it may be possible to combine the two medications, but it should not be done without consulting a doctor.
