Make small Cookie Monster replicas with blue pom-poms, wiggly craft eyes and a felt mouth. Set the pom-pom monsters around the room and allow children to look for them. Blue furry pillows add bright color and texture to the party area. Drape a blue boa garland around the chair of the birthday boy or girl.

Cut Cookie Monster replicas from coloring pages and paste them on poster or foam board for large wall decorations. Hang blue and white paper streamers and blue tissue paper flowers around the party area. Glue circular paper-punch shapes to round brown paper circles for cookies to affix to the walls and windows or hang them from a fishing line to stretch across the room. Glue white-and-black circle eyes to blue gift bags for favors.

Bake a variety of bite-size cookies to set out on display on cake stands and plates. Place a stick behind a large cookie. Wrap the cookie in cellophane paper and place tape around the bottom of the cookie to secure the stick in place. Tie a blue curly ribbon around the stick just under the cookie. Insert the stick cookies into a piece of foam set in the bottom of a colorful plant pot. Set the "cookie plants" on a display table. Feature a diaper cake decorated with Sesame Street ribbon at a baby shower. Place a stuffed Cookie Monster toy on the cake for a centerpiece.
