Assisted Living & Shared Housing Act

The Assisted Living and Shared Housing Act is an Illinois law that requires the Illinois Department of Public Health to license housing for elderly residents as an alternative to nursing homes. The act became law in 2001, after these alternatives were required to be licensed and meet certain standards.

  1. ALFs and SHEs

    • The act mandates the availability of Assisted Living Facilities (ALFs) and Shared Housing Establishments (SHEs.) ALFs must house at least three people, while SHEs typically host more with a maximum of 16 residents. ALFs and SHEs are distinguished by a number of different requirements on staff, amenities and structure.

    ALFs and SHEs vs. Nursing Homes

    • Under the act, these dwellings are designed for older people who need some help with daily activities but do not need regular attention from medical staff. SHEs and ALFs are also different from nursing homes in that Medicaid will not pay for residence.

    License Requirements

    • The Shared Housing Act outlines standards for licensing ALFs and SHEs. The main requirements involve the number, preparedness and qualifications for the attending staff.
