Overview of a GNWT Collective Agreement
The GNWT collective agreement is the official agreement of the conditions of employment between the Canadian government of the Northwest Territories and the Union of Northern Workers. The final agreement is 182 pages long.
-
Schedules
-
The agreement sets a standard workweek at 37 1/2 hours and restricts how long and how close together shifts can be. It establishes holidays and provisions for paid and unpaid leave from duties.
Union Business and Conflict Resolution
-
The agreement establishes how and when union meetings are held. It prohibits strikes and lockouts and sets up guidelines for resolving conflicts. Decisions can still be appealed to the Supreme Court.
-
Worker Protection
-
The agreement sets guidelines for pay and overtime pay. It mandates employers retrain employees to use new technologies when possible, as opposed to hiring new workers. It also protects other rights, including the right to refuse dangerous work.
Lay-offs and Termination
-
Workers who have been working for over a year are entitled to severance pay upon being laid off and it's established that the Lay-off Dispute Officer, or the Deputy Minister of Human Resources, will look into wrongdoing appeals during a lay-off. The agreement lays out when and how employment may be terminated.
