How Navy Promotion Boards Rank Their Selectees

A sailor should become familiar with how promotion boards work in the United States Navy. These boards rank applicants according to performance evaluations and promote those who have been successful within the service.

  1. Evaluation Types

    • Navy promotion boards rely heavily on three types of performance evaluations. The first, Fitness Reports (FITREPs) are used by officers. The second, Evaluation Reports (EVALs) are used by enlisted sailors between the ranks of E-1 and E-6. The third, Chief Petty Officer evaluations (CHIEFEVALs), are used to rank senior enlisted sailors ranked E-7 to E-9.

    Function of Evaluations

    • FITREPS, EVALs and CHIEFEVALs all serve the same basic purpose: to evaluate the job performance of sailors. These evaluations consist of bullet points with an attached grade that indicates the level of performance. The better the grade, the better chance the sailor has of being ranked at the top of a promotion board.

    Grading System

    • FITREPs are graded on a scale of 1.0 to 5.0, with 5.0 indicating excellent performance and 1.0 indicating severely substandard performance. Average performance is indicated by a 3.0. EVAL. CHIEFEVALs, meanwhile, are graded on a scale of 2.0 to 4.0, with 4.0 being the highest and 2.0 being the lowest.
