How to Establish Neighborhood Associations
Starting a neighborhood association can be an incredibly rewarding accomplishment; you can make a positive impact in your community. A neighborhood association differs from a homeowner's association in that participation is voluntary. In the UK, the concept is referred to as a residents' association.

Some cities and states have guidelines on establishing neighborhood associations. Check with the local governing authorities to determine if rules and resources for neighborhood associations exist in your area.
Mission

A neighborhood association's mission may be to unite, identify and enhance the spirit of a small area. It can also be a response to a current issue, such as an uptick in crime or the desire of residents to begin a community vegetable garden.

Rules and Leadership

Most neighborhood associations have a set of bylaws that includes the process to make amendments to the document. There is generally a steering committee composed of a chairperson, vice-chairperson, secretary, treasurer, and committee members.
Service

When it's possible to grow one, a garden is a great way to unite a community. Your steering committee should represent the entire neighborhood in important demographic and social aspects, and act on the behalf of those who may be socially excluded (for example, the elderly, ill, or those with language barriers).
Kick-off Meeting

Organize a kick-off event. If possible, create a small incentive to attend; at the meeting, discuss issues such as your association's express purpose, preferred mode of communication, a contact list, and whether you will collect dues. You may also discuss whether to apply to the Internal Revenue Service (IRS) for 501(c)(4) tax-exempt status.
