What Does TV Out on a Graphics Card Mean?
"TV Out" on a graphics card refers to the port that connects from the computer to an external display, such as a television. Several different connection types have TV Out capabilities and which one you use determines video quality.

Most laptops use S-Video for their TV Out. Desktop graphics cards may have S-Video or a composite (yellow) port. You can also use a VGA connection, DVI and HDMI port if your graphics card has one.
