Illinois Low Income Home Energy Assistance Program

The Illinois Low Income Home Energy Assistance Program (LIHEAP) helps low-income, seniors and disabled persons pay their winter heating bills. Households must meet eligibility requirements. A one-time benefit payment is made directly to the utility provider or the individual, if the person rents a residence.

  1. Program Funding

    • The U.S. Department of Health and Human Services and the State of Illinois funds LIHEAP, and the Illinois Department of Commerce and Economic Opportunity administer the program. Local Illinois Community Action Centers distribute the funds.

    Income Guidelines

    • Illinois households with a combined gross income at or below 150 percent of the federal poverty level guidelines ($2,756 per month or $33,075 per year for a family of four as of 2010) are eligible. Proof of income earned 30 days prior to applying for assistance is required.

    Qualifications

    • Illinois homeowners and renters qualify for assistance. If your heat and/or electricity are included in your rent, your rent must exceed 30 percent of your household income to qualify for assistance. You must provide copies of your utility bills and/or a disconnect notice.

    Application Process

    • Illinois' LIHEAP website lists community and government agencies that take LIHEAP applications in each county. You must contact the agency provider in your area to apply for assistance.
