Why Is Access to Internet Options Blocked in Explorer 7.0?
Internet Explorer 7 is a version of Microsoft's web browser. There are many configuration options with the browser, including the option to block access to making changes to the configuration. One area that commonly is blocked is the "Internet Options" selection under the "Tools" menu.

The registry is a large collection of settings that Microsoft operating systems and applications use to control their behavior. Modifying the registry should be done only if you are familiar and comfortable with the environment, because this can result in a nonfunctional program or operating system. Check the value of the key named "NoBrowserOptions" located within HKEY_CURRENT_USER - Software - Policies - Microsoft - Internet Explorer - Restrictions. If the value is "1" then "Internet Options" will be inaccessible.

Using Windows Explorer, locate the file named "Inetcpl.cpl". It will by in the directory WINDOWS/SYSTEM32 or WINNT/SYSTEM32 depending on the version of your operating system. Right click that file and select "Properties." Check the file permissions to see if access is blocked.
