If you don't know what to look for, you likely will not find the Windows Picture and Fax Viewer file because, unlike other Windows XP program files, the name of this file doesn't give a hint as to what it's used for.

Because it doesn't have an executable file, you cannot create a shortcut to the Windows Picture and Viewer. You can, however, open it spontaneously from the DOS command prompt using the following command: %systemroot%\system32\rundll32.exe c:\windows\system32\shimgvw.dll,ImageView_Fullscreen. This command will open a blank window in the viewer. You will have to drag and drop picture files into the viewer window in order to display images.
