GS Wage & Pay Scale
The General Schedule (GS) is a pay scale for federal civilian employees covering more than 1.2 million government workers. The majority of white-collar federal jobs are covered in this system, and blue-collar positions are paid under the Federal Wage System.

The U.S. Office of Personnel Management administers the GS pay schedule. GS salaries include a base pay rate plus a locality pay adjustment according to the location where the employee works. The Bureau of Labor Statistics conducts annual surveys of non-federal jobs in designated locations to ensure that federal salaries remain competitive.
Structure

According to the Office of Personnel Management, the GS has 15 grades, with 10 steps within each grade, covering more than 400 occupations. Grade 1 (GS-1) is entry level employment, and Grade 15 (GS-15) is a high-level supervisor or specialist. Quality job performance and length of employment lead to step and/or grade increases.

Salary Examples

The GS base pay rates vary by grades and within grades. For example, according to the 2010 GS base pay table, the base pay rate for a Grade GS-1, Step 1 employee is $17,803, while a Grade GS-1, Step 10 employee earns $22,269. A Grade GS-10, Step 1 employee has a base pay rate of $45,771, while a Grade GS-10, Step 10 employee earns $59,505.
