HEAP provides benefits that help low income households in New York.

The Office of Temporary and Disability Assistance in New York offers low-income New Yorkers the Home Energy Assistance Program (HEAP). The program provides heat-related benefits and emergency funds to households that meet income qualifications.

  1. Home Energy Assistance Program

    • HEAP is a federally funded program that supplements a household's heating costs. HEAP is divided into three divisions: regular and emergency benefits and furnace repair and replacement.

    Regular HEAP

    • Regular HEAP benefits are based on the primary fuel source for each household, income and ages of household members. Eligible households will receive one benefit per program year, paid directly to the supplier of their primary heat source.

    Emergency HEAP

    • Emergency HEAP is available to low-income New Yorkers who do not have the necessary resources to repair or replace their primary heating source. The benefits are dispersed according to available resources, income, number of household members and the primary fuel type.

    Furnace Repair and Replacement

    • The furnace repair and replacement division serves eligible low-income homeowners whose primary heating source requires repair or replacement. The benefit is based on the actual cost for the replacement, repair and heating equipment alongside income and established resources.

    Qualifications

    • To receive HEAP benefits, applicants must submit an application and income verification to their local department of social services.
