What Does It Mean When Wallboard Peels?
Peeling wallboard can result from either moisture expansion or damage to the paper facing, which might occur during wallpaper removal. To diagnose the problem, pull off some of the peeling material and examine it. Does this Spark an idea?

If only paint chips come off when you pull at the wallboard, then the peeling is due to moisture working its way under the layer of paint. If you can see both brown paper and paint on the pieces you pull off, then the wallboard itself needs to be repaired.

Damage to wallboard can cause tiny strips of paper to separate from the paper facing. If you don't remove these strips before painting, the wallboard will peel.

If you dent or ding painted wallboard, moisture in the air will cause the surface to peel. Areas near a lot of hot water vapor (such as bathrooms) are prone to peeling even if no damage occurs.

Repair peeling paint by sanding the area with 100-grit sandpaper. Repair peeling paper facing by pulling off the paper strips. Follow up both types of repair by applying several thin coats of joint compound.
Prevention/Solution

To prevent future peeling, seal all repairs with a coat of drywall primer followed by a coat of semi- or high-gloss paint.
