    • It is normal for a pug to make snorting noises when he breathes. These noises are not the sign of congestion, but trademarks of the pug breed.

    • A collapsed trachea is a severe condition inherent in some pugs. This is a birth defect where the cartilage in the wind pipe collapses. Symptoms of this condition are a hoarse cough and congestion.
