Can You Convert a PDF to an HTML?
Portable Document Format (PDF) and HyperText Markup Language (HTML) are both file formats for formatted documents. The two formats are mostly compatible. PDF can be converted to HTML.

Similarities

Both PDF and HTML documents can contain formatted text, images, vector graphics and advanced features, such as forms and interactivity.
Differences

PDF is generally self-contained, with images, vector graphics and other content embedded in the file. HTML is not self-contained, and embeds images, videos, graphics, and other non-textual content by linking to external files.

Adobe Acrobat

Acrobat is PDF creation and authoring software offered by Adobe, the creator of the PDF format. Adobe Acrobat can convert PDF files to HTML using the Export command in the File menu. Note that Adobe Acrobat Reader does not have this functionality.
Online Adobe PDF Conversion

The Adobe PDF Conversion tool is a free online tool that converts PDF to HTML or plain text. Online PDF files can be converted by providing the URL (Internet address) to the file. Warnings

Not all features of PDF are available in HTML (and vice versa). Document features and layout might be lost during conversion.
