The function of the reform is to bring failed states and isolated nations into the world community with standards that meet the preference of member nations. Regardless of the situation, these standards and programs are to be maintained at all times.

Each mandate and strategy adopted by the Organization for Economic Cooperation and Development is designed to prevent recurrences of conflict and economic disparity.

  5. One of the major objectives of security system reform is to work with United Nations peace operations to install a sustainable military and police presence in countries. This sustainability has a strong focus on its relationship with children and women.

  7. The member nations focused on security system reform have the policy of not establishing new standards for militaries around the world when the government itself is insufficient. This is extremely important to the nations when there is a fear of a military coup.

  9. The Organization for Economic Cooperation and Development works with a variety of member countries to establish its goals. Among these are the majority of Europe, North America, Turkey, Japan and South Korea.
