Do I Need a Passport to Enter Quebec From the United States?

The rules regarding travel between the United States and Canada have changed with the introduction of the Western Hemisphere Travel Initiative. Both countries have specific stipulations regulating crossing their borders.

  1. Canada

    • Canadian authorities require that all individuals wishing to enter the country carry proof of citizenship and of identity. Some documents satisfy both requirements, others only one.

    Proof of Citizenship

    • Proof of citizenship can be presented in the form of a valid U.S. passport, passport card or NEXUS card. Canadian authorities will accept these documents for proof of both citizenship and identity.

    Proof of Identity

    • Proof of identity can be presented in the form of a U.S. birth or naturalization certificate.This must be presented along with a valid photo ID, such as a driver's license, in order to establish proof of identity and citizenship.

    Re-entry Into the United States

    • The United States government requires all citizens traveling by air to present a passport or passport card for entry or re-entry into the country. Citizens traveling by land can present a passport, passport card or enhanced driver's license (EDL).

    Re-entry by Sea

    • Closed-loop, or cruise passengers that travel to Quebec and depart and return to the same United States port, are exempt from passport requirements and can present an original or certified copies of birth certificates, certificates of naturalization, passport cards or enhanced driver's licenses (EDL) along with a government-issued photo IDs for re-entry. Passengers on all other cruises must present a passport or passport card.
