Create mini-coupon books that can be torn off and used at will by the receiver. Maybe give the coupons expiration dates or have guidelines that two coupons cannot be used at one time.

Use play money to create coupons worth a dollar amount. Let the receiver "cash" them in or combine multiple dollars together to "buy" their gift from you. Make a list of available items and the cost of each for purchase from you.
Calendar

Design a calendar that has tear-off coupons at the bottom for each month. Coupons can correspond with the month and holidays in that month for the receiver to use. Also, you could have the coupons expire if they are not used in any given month.
