For covering scars, regular foundation or concealer won't do. You need a special, waterproof product with opaque pigments (colors) matched to your skin tone. There are several makers of this kind of product: CoverMark, DermaBlend, Colortration and DermaColor (by Kryolan). These will all give you opaque waterproof coverage. The only real differences are in price and number of shade choices. Covermark has the widest range (16) of shades, DermaBlend, Colortration and DermaColor have a range of six to eight shades.
