- A new transparent layer must be created over the image so the rain effect can be laid on top. This is done by clicking "New layer" on the layer panel.
- Use the "Add noise" filter, which is found under the "Filter" drop-down menu. This noise will create the rain effect.
- The "Motion blur" filter transforms the noise into line lines that look like rain. The angle of the rain can be adjusted by altering the number in the angle box.
- The contrast between the different parts of the motion-blurred noise can be reduced by adjusting the levels setting. Keep adjusting it until there is mostly black with a few lines of white.
- Remove the black by clicking it with a magic wand and pressing "Delete." This reveals most of the picture underneath with the new rain effect on top of the image.
