Why Is the Fan Noisy on a Computer?
Modern computers have CPU fans and power supply fans. Most of the time these fans run quietly as part of the computer's background noise, but sometimes a noisy fan can be a problem.

Fan Needs Oil

Computer fans are one of the few mechanical parts of a computer. If a fan needs to be lubricated, it may make more noise than usual. (This is especially the case for power supply fans.) Place a little bit of oil on the inside part of the fan that rotates.
Loose CPU Fan Screws

CPU fans may be noisier than usual if the screws are loose. Taking the case off and tightening the screws may fix the problem.

Fan Is Damaged

Sometimes a CPU fan or a power supply fan wears out. Replacing the CPU fan fixes the former problem. The latter problem can be fixed more easily by replacing the power supply.
Computer Is in Warm Room

Computers placed in warm rooms cause extra work for the CPU and power supply fans. Placing the machine in a cooler room may reduce the workload on the fan itself, but it does not always cause the fan to run more quietly.
Fan Gets Too Much Electricity

If the fan receives too much energy from the power supply, advanced computer users can change how much energy the fan receives in the BIOS settings for their computer. Changing the fan's BIOS settings cuts back on the electricity the fan receives and may cause it to operate less noisily.
