LimeWire is software that allows you to download data (music, movies, programs, documents and images) to your computer. By using using the Gnutella network, LimeWire allows you to find files and share them.
Legality

LimeWire is a legal program, but downloading copyrighted material is illegal. Most of the information on LimeWire is copyrighted, therefore, downloading them is illegal.

The LimeWire program itself is safe, but the files are another issue. When you download data from LimeWire, you allow outsiders access to your computer. If the file is corrupt and you do not have antivirus protection, your hard drive will be attacked. Many of the files on LimeWire are laden with spyware/malware.
Precautionary Measures

Assuming you are downloading uncopyrighted information, it is wise to have a reliable antivirus scanning software installed on your PC. In most cases, you can select a file before downloading it and scan it for viruses.
Penalties

If you are caught downloading copyrighted data from LimeWire, the penalty is severe. The RIAA and the MPAA have fined violators several thousands of dollars for downloading copyrighted information.
