History of NFL Rules
Many are unaware that the game of football is an offshoot of rugby: over the years, what is now known as American football developed from this age-old sport. The rules have developed as the game changed over the years.

Originations

Princeton and Rutgers played the first "football" game in 1869. The first official rules were created in 1876.
Scoring

Touchdowns have not always been worth six points; their value was increased from four to five in 1898 and later to six in 1912. Field goals used to be worth five points, until that was changed to four points in 1904. Five years later, they were dropped down to three points.

The forward pass became legal in 1906, opening up the passng future of the game. Sudden death overtime was born in 1955, putting an end (almost) to tie games.
Subs

Unlimited substitutions were allowed beginning in 1950, ushering in the era of platoon football. Players often played both offense and defense prior to 1950, as a limited number of substitutions were allowed.
Safety

Initially, grabbing the ball carrier's face mask was legal. Grabbing any face mask would be made fully illegal by 1962.
The Competition Committee

In the hopes of protecting and enhancing their investment, a group of owners get together after the end of each season to discuss the rules. Their main purpose is to review the rules for fairness so players are kept safe and the game remains fast-paced and competitive.
