There are modelling agencies that don't ask for money? It seems like quite a big 'membership' fee I think. perhaps if they were more discerning with the kids they accept, they'd be recouping the money they forked out on you to start off with very quickly instead of pocketing such hefty starting fees and saying there's no guarantee for you.
