As of August, 2010, USAA Federal Savings Bank was offering three percent interest on its five-year IRA Certificates of Deposit; that's not exactly the interest rate you'll need if you plan on doubling your money in five years. IRA CDs can make far less than mutual funds or higher risk investment instruments.
