While the TSA (Transportation Security Authority) is the sole authority over what types of items you are allowed to pack, when it comes to the weight allowance for your bags, airlines are in charge.
On average, airlines will allow up to 50 lbs. on checked bags for both international and domestic flights as of 2010. Anything beyond that weight will warrant a monetary charge by the airline. On top of that, each airline has its own charges for the number and weight of bags. On domestic flights, fees apply on all checked bags, while on international flights some airlines will allow the first checked bag for free then a fee for any additional bags.

Airlines will let you take one carry-on bag plus a personal item, such as a purse or a laptop. Restrictions on weight are not as strict given that carry-on bags have stricter size restrictions. So as long as the items fit, and you pack according to the TSA 3-1-1 rule, your carry-on can act as a second piece of luggage on your trip.
