The Americans with Disabilities Act accessibility guideline's website states that the "Top of handrail gripping surface shall be mounted between 34 in and 38 in" above each step. In addition, handrails are to be continuous and provided on both sides of a stairway, with a one-and-a-half-inch space between the wall and handrail.

Occupational Health and Safety Administration

The Occupational Health and Safety Administration states on its website that stair railing "height shall be not more than 34 inches nor less than 30 inches" from the top of the railing to the top of each step. The OHSA website also notes that railings are to be smooth and continuous.

To appeal to both the ADA and OHSA regulations, the best height to mount stair rails is at 34 inches. Mounting stair railings at this height meets the requirements of both regulating agencies.
