A chandelier hanging over a rectangular table should generally be about half the width of the table. It can be larger than this, but it must be at least 12 inches narrower than the table to prevent people from hitting their heads when they stand up.
Round Table

The chandelier hanging over a round table should be at least half the diameter of the table, but at least 18 inches narrower than the table. A larger chandelier may visually overpower the table and the room.
