National Flood Insurance Program Problems
The National Flood Insurance Program is a government program that was set up to provide flood insurance for houses in certain regions of the United States. This type of insurance provides coverage to homes in case they experience a flood. While this program has helped many people, it is not perfect. There are several problems with this flood insurance program.
-
Function
-
The purpose of this type of insurance is to provide affordable coverage to homeowners against floods. With this type of insurance plan, a homeowner can buy a policy and then they will be covered in case the area floods. Homeowners insurance policies do not cover against floods and if you want to be covered, you have to buy additional flood insurance. Instead of buying the flood insurance from a private company, you can purchase it from the National Flood Insurance Program, although the policy may be administered by a private company.
Community
-
One of the issues with this type of coverage is that it is implemented on a community wide basis. This means that the community in which you live has to ask for the program to gain access to it. If you want to get insurance from the National Flood Insurance Program and your community is not involved in the program, you will not be able to. The community has to abide by certain rules before they can join the program.

Values
-
One of the issues with this type of insurance plan is that the value of the policy is often based on the mortgage balance. Most homeowners get their flood insurance when they buy a new house and forget about it after that. They will often only get a policy that covers their mortgage balance, even if they make a large down payment on the house. This means that many homeowners do not have enough insurance on their property through this program.
Repeated Floods
-
This type of flood insurance is typically sold to homes that are located in areas that flood frequently. The two states that have the most participants in this program are Florida and Texas. The National Flood Insurance Program typically does not charge enough in premiums to cover the losses that are incurred. If there is a natural disaster, they do not always have the reserves that are necessary to cover the damage that occurs.
Maps
-
To set the premium rates and determine whether you can qualify for coverage, the National Flood Insurance Program uses flood maps to make these decisions. While there is nothing necessarily wrong with using these maps, the maps are outdated. They use information that was provided in 1996 to gauge where flood plains are. This leads to charging the wrong amounts for premiums and insuring houses that should not be insured.
