Combat Tactics Training
Combat tactics training can cover a wide variety of possible meanings. Combat tactics could be use of proper martial arts to defend yourself, but it could also be proper firearms use or small-unit tactics used to neutralize a terrorist threat or hostage situation. What the exact meaning of combat tactics training is will depend upon who is teaching and for what purpose.

Purpose

The purpose of combat tactics training is to make individuals (whether by themselves or as part of a group) able to react properly to combat situations. For instance, self-defense classes teach combat tactics so that people know how to respond to threatening situations with multiple attackers. Police combat tactics training also teaches officers to respond appropriately to violent, hazardous situations.
Students

Anyone can go through combat tactics training in some form. Taking martial arts classes is a method available to many civilians. Police officers have to go through the police academy, as well as a variety of other situational training programs, before they can be put on the street. Military personnel are trained in more forms of combat tactics, including hand-to-hand combat, small-unit tactics, the use of firearms and achieving mission objectives.

Since combat tactics training would be deadly if actual weapons were used, often stand-ins and props are used instead. Air guns and paint-ball guns are often used for teaching tactics with groups that use firearms, and rubber knives may be used to teach students tactics for using knives or for disarming enemies using knives.
War Games

War games are conducted in order to help commanders practice their combat tactics. For instance, a special forces unit is told to act as a terrorist force and "capture" a military installation. Obviously, no lethal force is allowed, but the goal is to use your knowledge of tactics and combat strategies to "take" the compound before anyone knows you were even there. Naval war games may be conducted with actual live rounds, but they'll be used to blow up dummy targets (say, with a torpedo) to decide who won the war game.
Teachers

Many people learn combat tactics from the government through either police training or military training. Civilians such as private security guards and survivalists may learn from private companies. There are a number of companies that will teach any students who pay for the training a variety of different combat tactics that range from self-defense to terrorist prevention and SWAT tactics. These private companies sometimes teach police and military personnel as well.
