Charter companies often offer an "extras" selection, including windsurfing gear, scuba gear, and dinghies that allow you to enjoy the ocean in different ways. And in spite of the added cost, renting them when you get your boat can save you money in the end over deciding to rent them piecemeal at some new port.

The experience paragraph is basically right, but may well be overridden by local law, particularly in the Mediterranean. Virtually everywhere in the Med recognised sailing certification is a legal requirement for bareboat charter. Exceptions are France & Turkey, where a résumé is usually sufficient (though a fleet operator in Turkey may require one). Spanish authorities are particularly strict and in Greece two crew members must produce evidence of competence. Charterers should investigate legal requirements before booking. For the Caribbean a sailing résumé is usually all that is required.
