EEO Compliance Training
EEO stands for equal employment opportunity, which means everyone is entitled to be treated fairly and without regard to personal characteristics unrelated to their job, such as race, gender or national origin. EEO compliance training is offered by government agencies, universities, law firms and professional associations, such as the Society for Human Resource Management.

EEOC Complaint Process

The Equal Employment Opportunity Commission (EEOC) is a federal agency responsible for enforcing Title VII of the Civil Rights Act. Title VII prohibits discrimination based on race, color, sex, national origin, genetics or age. If an employee believes she has been treated unfairly by an employer, she can file a complaint with the EEOC. The employer is then notified of the complaint and must participate in an investigation and hopefully a resolution to the complaint.
EEOC Technical Guidance

The EEOC realizes that many human resources professionals are not experienced in handling employee complaints; therefore the agency provides what it calls "technical guidance" pertaining to civil rights and fair employment practices. Technical guidance seminars are available at designated times and dates throughout the year; however, EEOC representatives are generally available to provide one-on-one technical guidance. This can be done via telephone for brief questions. For extensive concerns and guidance, you should make an appointment to visit an EEOC office. Technical guidance provided by the EEOC covers topics such as how to achieve equal employment in recruitment, selection and promotion processes. The agency also offers guidance on matters such as record-keeping and other human resources administrative matters.

OFCCP Complaint Process

The Office of Federal Contract Compliance Programs (OFCCP) is a government agency that enforces Executive Order 11246, which prohibits federal contractors from engaging in unfair employment practices. OFCCP oversees the employment practices of contracted companies that provide services and goods to the federal government. Federal contractors that meet certain guidelines must have a written affirmative action program in place to ensure the company does not discriminate in employment matters. When an employee or other interested party files a complaint with the OFCCP, the complaint is usually on a larger scale than one filed with the EEOC.
OFCCP Technical Guidance

The type of technical guidance OFCCP provides is related to constructing a written affirmative action program. The agency can also provide technical assistance in obtaining the type of data necessary to achieve a balanced workforce that demonstrates the employer's commitment to diversity. OFCCP representatives help employers identify innovative outreach methods for recruiting a wider, more diverse group of qualified applicants. Human resources professionals should combine EEOC compliance training with OFCCP training as the agencies work collaboratively to resolve issues pertaining to workplace discrimination.

Universities, colleges and professional associations, such as the Society for Human Resource Management, also provide EEO compliance, usually for a fee. Government agencies generally do not charge for technical guidance on an individual basis. EEOC training seminars are conducted several times throughout the year; and as of June 2010, the cost per day is $349. EEOC training is accredited and certified for continuing education credits by the Human Resources Certification Institute. Training is provided by OFCCP at no charge.
