Why Does My Webcam Flash When I Boot My Computer?
Although each webcam model differs slightly, most share certain standard features. The light near the aperture of your built-in or external webcam usually lights during operation, but that may not mean the webcam is recording an image. The Windows boot-up sequence often activates your webcam and other devices for a brief moment.

Task Bar

The task bar in the bottom right of the Windows screen shows all running background applications. During startup, the list populates as new applications and services begin. Depending on the purpose of each service, it may access one or more of your external devices.
Safety Light

The light on your webcam informs you when the webcam is operational. During video chat or recording, the light remains active. Most camera software alerts you before accessing your webcam, but the light indicates use even if the software does not inform you.

Unauthorized Access

Webcam design does not allow the webcam to be used without the light activating. If your camera is accessed illicitly by remote, the light warns you that your camera is active. If the light flashes or activates during a time other than startup, the camera software may be compromised.
Startup Operation

Your webcam probably uses monitoring software such as Camera Assistant Software or Webcam Companion. During startup, your webcam monitoring software accesses the camera's hardware for diagnostic or startup purposes. As the hardware activates, the light will flash momentarily.
Stopping Startup

If you wish to stop the webcam from activating on startup in Windows XP or Vista, delete the software's shortcut from your Startup folder. Access the folder in the "Programs" section of the Start menu. If your camera software does not have a shortcut in the folder, access the "Run" dialog box, type "msconfig" and press "Enter." A configuration utility will appear. Disable the software from the "Startup" tab of the window.
