According to the career services office at Virginia Tech, "most attire worn on television is not appropriate for business environments." Herein lies the central difference between semi-formal and business casual. Semi-formal choices make a splash, while business casual is more about looking neat and presentable. Both styles come in a range of prices and looks, and vary depending on the weather.

The term “semi-formal” refers to clothing appropriate for occasions such as graduations, bridal showers and engagement parties. The term “business casual” refers to clothing that would be appropriate for work occasions, but is not overly formal--clothing you could wear to a town meeting, a parent-teacher conference or job interview.
