The Highway Traffic Act dictates the legalities of nearly all motor vehicle operation, storage and licensure procedures. - The administration of the Highway Traffic Act calls for the establishment of a Registry of Motor Vehicles by the Lieutenant Governor, including the appointment of a Deputy Registrar to over see it. The administrative bylaws also give the Registry power to revoke the licenses of operators who violate the laws of the act or fail to pay penalty fees in the timeframe delineated.
- The permitting portion of the act outlines the required documentation needed to operate a motor vehicle on provincial roads. This documentation includes a validated and appropriately displayed permit for the vehicle in operation as well as up to date inspection certificates. This portion of the legislation also mandates properly affixed number plates.
- The Highway Traffic Act prohibits the operation of a motor vehicle without a license. The act's licensing segment sets forth the relevant fees and examinations necessary to obtain a driver's license, in addition to the actions and penalties warranted for revocation.
- All commercial and non-commercial motor vehicles on the roads and highways--including cars, trucks, motorcycles, off-road vehicles, farm equipment, construction equipment, buses, motor home vehicles, and non-motorized bikes are subject to the rules and regulations stipulated under the Highway Traffic Act.
- Recent amendments to the the Highway Traffic Act in Manitoba prohibit text messaging and talking on hand-held cellular phones while operating a motor vehicle. Another new amendment bans smoking in cars when children under the age of 16 are passengers.
