Tennessee Motor Vehicle Title Information
The Tennessee Department of Revenue oversees the handling of title and registration for motor vehicle owners through each of the state's 95 county clerk offices. To apply for title and registration, current and new residents should bring a primary ID, including a driver's license, birth certificate, military ID, marriage certificate, adoptive decree, legal change of name or immigration papers. Vehicle owners must also bring two of the following: a computerized check stub, union membership card, work IDs, bank statement, Social Security card, health insurance card, military records and W-2 forms or other IRS documents.

The county clerks of Tennessee provide the same services that a department of motor vehicles similarly provides in other states. Along with supplying vehicle owners with forms and services related to motor vehicle title and registration, current and new residents of Tennessee can discharge a lien for a title, get specialty plates, apply for a driver's license and handle other vehicle-related business.

Tennessee Residents

Current residents of Tennessee must title and resister vehicles through the county clerk. For new vehicles, the clerk must see the manufacturer's Statement of Origin and the new vehicle invoice. Used vehicles require slightly different documentation, including a valid certificate of title assigned to the new owner and, if applicable, an Odometer Disclosure Statement. In both cases, a copy of the owner's current registration is necessary for the transfer of plates.
New to Tennessee

Before new residents of Tennessee can title and register their vehicle, they need to check the emissions requirements for their county. Once this is complete, they can fill out the application for Certificate of Title and Registration at their local county clerk's office. Along with the passed emissions certificate (if required), the driver needs to show the clerk their current registration and lien information or out-of-state title.
Temporary Tags

Some motor vehicle owners may qualify for temporary tags in Tennessee if they have title problems. Also, If a vehicle needs repairs after an emissions inspection and the registration is current, a driver may apply for temporary tags. The owner should contact his local county clerk's office to verify any documentation that he needs to present.
Duplicate Titles

The Taxpayer and Vehicle Services Division handles requests for Duplicate Certificate of Title in person and through the mail. In person, owners must prove their identity with a driver's license or other photo ID. Non-owners must also present proof of identify along with the owner's notarized power of attorney. To apply by mail, a vehicle owner can find the Certification of Duplicate Certificate of Title at his local county clerk's office, which must be filled out and sent to the Tennessee Department of Revenue.
