"Ground effects" in an automobile refers to the aerodynamic line that allows the tires on a vehicle to keep as much contact as possible with the ground at high speeds. Bumper and side skirts redirect the air around the vehicle, allowing the flow of air on top to press down on the car. Air going through the gap between the road and the underside of a car without surrounding skirts can actually have a lift effect and diminish driver control at high speeds (see Resources below).
